館藏報廢作業要點 Guidelines for Weeding and Disposal of Library Collections

一、 國立雲林科技大學圖書館(以下簡稱本館 )為淘汰過時、破損不堪使用及遺失之館藏資料,並節省館藏儲存空間,以保持館藏資料之新穎、適用,提高館藏使用率,特訂定「國立雲林科技大學圖書館館藏報廢作業要點」(以下簡稱本要點),作為館藏淘汰之依據,以維持館藏品質。
二、 依據行政院財物標準分類明細表之規定,使用 3 年以上之館藏資料及本校財產報廢相關法規之規定辦理報廢。
三、 館藏淘汰的資料範圍,包括一般圖書(含參考資料)、期刊、報紙、視聽資料等;惟屬古籍(指未採用現代印刷技術印製的書籍)文獻資料,皆不得淘汰。
四、 報廢原則:
(一)圖書:
1.資料本身缺頁、破損不堪致五分之一以上不能閱讀者,或資料破損且裝訂費用等於或大於重購費用,市面上仍可再購得之館藏。
2.以其他形式如電子版本、微縮形式典藏或經由網路資源可取得全文者,且該紙本形式之資料不具參考及保留價值之館藏資料。
3.借閱遺失且已辦妥賠償手續館藏資料。
4.館藏資料達報廢年限者且經3次盤點,仍下落不明者。
5.不具學術價值或已失時效,如過於陳舊之電腦書(出版超過5 年以上)、升學指南、考試用書等,但珍貴圖書不在此限。
(二)參考書:
1.內容重複之參考書。
2.已有彙刊本或電子版型式可供取代之各期單本索引、摘要、書目等。
(三)期刊:
1.非裝訂期刊:現刊本保留 1 年後不具學術性及參考保留價值之非裝訂期刊。
2.裝訂期刊:
(1)已以其他形式如電子版本、微縮形式入藏或經由網路資源可取得全文者,且該紙本形式之資料已不具學術性及參考保留價值者。。
(2)館藏卷期完整已裝訂後之多餘複本。
(四)報紙:
1.聯合報、中國時報、經濟日報、工商日報、自由時報、英文郵報有關本縣地方版資料保留1年,其他保留半年後淘汰並不另裝訂。
2.其餘報紙保留6個月後淘汰。
(五)視聽資料:
1.影像、聲音模糊、跳動或毀損至不堪使用者。
2.機器設備無法配合使用者。
3.有其他媒體形式可取代者。
4.喪失時效性及保存價值者。
5.資料遺失已依價辦妥賠償手續者。
6.館藏資料達報廢年限者且經3次盤點,仍下落不明者。
(六)其他:經本館認定不適合典藏者。
五、 報廢數量:依據「圖書館法第十四條」:圖書館如因館藏毀損滅失、喪失保存價值或不堪使用者,每年在不超過館藏量百分之三範圍內,得自行報廢。
六、 報廢程序:
(一)篩選:檢視擬報廢館藏是否合於報廢原則之規定,報廢時間每年以1次為限。
(二)造冊:擬報廢館藏,依中文圖書、西文圖書、非書資料分別造冊,報廢清冊格式依本館規定(登錄號本館規定(登錄號、登錄日期、購入金額、書刊名、報廢原因)。
(三)審核:報廢之館藏清冊擬定後,應經由圖書委員審核認定。惟圖書本身缺頁、破損不堪等不再此限,得以直接報廢。經審核後之報廢清冊乙式3份簽會總務處、會計室覆核後,呈校長核示。校長核定註銷後,自存1份,另1份送總務處經管組、會計室保存。
(四)銷毀:館藏報廢清冊奉校長核准後,由報廢單位於報廢館藏逐冊加蓋註銷章,並依總務處經管組廢品處理程序進行報廢事宜。
(五)銷帳:奉准報廢館藏銷毀後,依報廢清冊於圖書館自動化系統登錄簿註記「報廢」字樣。
七、 本要點經圖書委員會通過,陳請校長核定後公告實施,修正時亦同。

To eliminate outdated, severely damaged, or lost materials, optimize storage space, maintain a current and relevant collection, and improve usage efficiency, the National Yunlin University of Science and Technology Library (hereinafter referred to as "the Library") establishes the following Guidelines for Weeding and Disposal of Library Collections (hereinafter referred to as "the Guidelines") as a basis for collection weeding to ensure collection quality.

Under the Executive Yuan's Property Classification Standards, materials held for more than three years shall be eligible for weeding and disposal, subject to the university's regulations regarding property disposal.

The scope of materials subject to disposal includes general books (including reference books), journals, newspapers, and audiovisual materials. However, ancient books (i.e., those not produced using modern printing technologies) are not eligible for disposal.
4. Weeding Criteria
(1) Books:

Materials with over 20% missing or damaged pages, rendering them unreadable, or when the cost of rebinding equals or exceeds the replacement cost and the item is still commercially available.

Items available in other formats such as e-books, microforms, or full-text online versions, and where the paper copy has no significant reference or archival value.

Lost items for which compensation has been received.

Items missing for three consecutive inventories and reaching the disposal time limit.

Items lacking academic value or with outdated content, such as computer manuals published over five years ago, entrance exam guides, and test prep books, excluding rare books.
(2) Reference Books:
-
Duplicated content.
-
Indexes, abstracts, and bibliographies that have been superseded by compiled volumes or electronic versions.
(3) Journals:
-
Unbound journals: Non-academic or non-essential journals kept for over one year.
-
Bound journals: Those available in other formats (e.g., e-journals, microforms, or full-text online), with no remaining academic or archival value; surplus copies of complete bound volumes.
(4) Newspapers:
-
Local editions of United Daily News, China Times, Economic Daily News, Commercial Times, Liberty Times, and Taipei Times are kept for one year. Other newspapers are retained for six months without binding.

All other newspapers are discarded after six months.
(5) Audiovisual Materials:
-
Materials with poor image or audio quality or physical damage render them unusable.

Items are incompatible with current playback equipment.
-
Items with content available in other media formats.
-
Items lacking timeliness or archival value.
-
Lost items for which compensation has been received.
-
Items missing for three consecutive inventories and reaching the disposal time limit.
(6) Others:
-
Materials deemed unsuitable for retention by the Library.
5. Quantity of Disposal
According to Article 14 of the Library Act, libraries may dispose of up to 3% of their total holdings annually due to damage, loss of value, or usability issues.
6. Disposal Procedure
Selection:
Identify materials that meet the weeding criteria. Weeding is conducted once annually.
Listing:
Create itemized disposal lists, categorized by Chinese books, Western books, and non-book materials. The list must include accession number, acquisition date, purchase cost, title, and reason for disposal.
Review:
The weeding list must be reviewed by the Library Committee. Exceptions include materials with missing pages or severe damage, which may be directly weeded. Upon committee approval, three copies of the list are submitted to the Office of General Affairs and the Accounting Office for review, then to the University President for approval. After approval, one copy is retained by the Library, and the other two are submitted to the Office of General Affairs and the Accounting Office.
Destruction:
After presidential approval, items are stamped with a cancellation mark and disposed of according to the Office of General Affairs' procedures.
Inventory Update:
The weeding status shall be updated in the library's automation system with a "withdrawn" notation.
7.
These Guidelines shall be implemented upon approval by the Library Committee and ratification by the University President. The same process applies to future amendments.
