Established on February 15, 2004
Amended on January 21, 2005; June 21, 2005; and December 9, 2013

Volunteer Selection Procedures:
(1) Volunteers are publicly recruited at the beginning of each semester and on an ad hoc basis depending on actual needs.
(2) Recruitment is open to students of the university who have no undesirable habits and demonstrate responsibility and enthusiasm for service.
(3) The selection process includes the following stages:
 1. Preliminary Screening: Conducted jointly by volunteer supervisors. Qualified candidates will be notified to attend training.
 2. Training: Pre-service orientation sessions are organized and led by volunteer supervisors.
 3. Qualification: Candidates who complete the entire training program are officially appointed as volunteers.
(4) Replacement volunteers will be selected and trained by supervisors as needed to fill any vacancies.

Volunteer Duties:
(1) Shelf-organizing volunteers must serve during their pre-registered time slots. Volunteers must borrow and wear an ID badge from the circulation desk during service and return it afterward. This is used to record service frequency.
(2) If volunteers serve during hours when supervisors are not on duty, they must report to the supervisor at least once a month.
(3) Shelf-organizing volunteers must serve at least four times per week, with each session lasting at least 30 minutes. Volunteers who fail to meet this basic requirement for two cumulative weeks or receive two consecutive “D” ratings will be dismissed immediately.
(4) Shelf dusting must be performed at least once at the beginning and once at the end of each semester, and at least four times per academic year.
(5) Volunteers performing dusting must obtain a bucket and cloth from the restrooms on the 5th, 6th, or 7th floor. Volunteers who fail to complete the required dusting tasks will be disqualified.
(6) Shelving volunteers must serve at least two times per week for one hour each time, or once per week for two hours. Volunteers who fail to meet these requirements for two cumulative weeks per semester or who shelve materials inaccurately will be dismissed immediately.

Evaluation:
(1) Volunteer evaluations are based on attendance, and performance (shelf organization, shelving accuracy, and wearing of ID badges), and serve as a basis for rewards or penalties.
(2) Evaluations are conducted by designated volunteer supervisors and are based on:
 1. Quantitative Evaluation: Number of service sessions.
 2. Qualitative Evaluation: Regular random inspections (at least 2–3 times per week).
  Evaluation Ratings:
  A – Very Tidy
  B – Tidy
  C – Slightly Messy
  D – Very Messy

Incentives and Benefits:
(1) Incentives include:
 1. Certificates of recognition or souvenirs presented publicly by the Library.
 2. Recommendation for official commendation by the Office of Student Affairs.
(2) Volunteers are entitled to borrow the same number of books as faculty and staff (excluding periodicals and magazines).

Implementation:
These guidelines shall be implemented upon approval by the Library Affairs Meeting, with any amendments following the same procedure.
