一、 依據圖書館法及本校圖書館入館閱覽要點及圖書資源借閱及違規要點,並使本校圖書館(以下簡稱本館)館藏資源充分利用,配合政府推廣終身學習之政策及服務社區民眾,開放校外民眾以於使用者付費之原則,入館閱覽、借書,特訂定本要點。
二、 凡年滿18歲之國民,均可持身分證正反兩面影本1份、2吋近照1張、申請單1份等,於開館時間內親自到本館辦理圖書館之友閱覽證或借書證;或於本館網站進行申辦,並請依網站說明完成繳費,方可辦證。不合乎規定者,本館予以退件。證件有效期間為1年,期滿無違規事項,經雙方同意,可再續辦。
三、 全國高中職生,可持學生證及身分證正反面影本1份、2吋近照1張、申請單1份等,於開館時間內到館申請辦理圖書館之友閱覽證或借書證;或於本館網站進行申辦,並請依網站說明完成繳費,方可辦證。不合乎規定者,本館予以退件。證件有效期間為1年,期滿無違規事項,經雙方同意,可再續辦。
四、 辦理閱覽證者,每年必須繳交年費600元(含續辦),證件有效期間為1年。可於開館時間內入館閱覽、自修。
五、 借書證之辦理:
(一)個人會員:
年費(含工本手續費):持有政府社福單位證明之低收戶、殘障人員及60歲以上人員收500元;學生及龍潭里民收費1000元(請簡附相關證明);一般社會人士2000元。
保證金:辦理圖書館之友借書證需另繳交保證金2000元,期滿無違反規定者,無息退還;違反者,本館得由保證金中扣除。
借期:圖書10冊借期28天、視聽資料5片借期7天。
(二)團體會員:
年費(含工本手續費):每單位團體以5張為限,收費8,000元,另需繳交保證金5000元。期滿無違反規定者,無息退還,違反者,本館得由保證金中扣除。
借期:圖書10冊借期28天、視聽資料5片借期7天。
(三)持有「雲林科技大學之友」會員卡者,得憑卡享有比照個人會員之權益。
六、 借閱人如具雙重身分,自行擇一身分辦理借書,不得重複申領借書證。
七、 外借之圖書逾期,每冊逾期1日需繳交逾期處理費 5元;多媒體視聽資料,每冊(件)每逾1日,需繳處理費新臺幣10元。
八、 圖書館之友所收逾期處理費由學校統籌運用,年費則由圖書資訊處統籌支付校務基金工作人員值班加班費、兼任助理費、本館圖書盤點雜支、自辦卡設備之維修費、耗材費及特殊原因退費等相關之經費,其餘額結轉下年度繼續執行。
九、 閱覽證或借書證,一經辦理不得要求退費,證件限本人使用,不得轉借他人使用,如經發現,本館有權予以沒收,並終止其權利,並不得要求退回年費、工本手續費。
十、 閱覽證或借書證如有遺失請向本館申請掛失及補發,並需酌繳工本手續費300元(含續辦)。在未向本館掛失前,如造成任何損害,當事人應負全責。
十一、 凡到館閱覽、自修、參考及借還書者,請低聲交談,並勿歌唱、朗誦、抽煙、接打手機、攜帶及吃喝飲料食物、亂丟紙屑等,及其他妨害公共秩序各項情事,以確保圖書館之環境衛生與秩序安寧。
十二、 凡入館閱覽或借閱圖書,如有污損、塗抹、圈點、批註、撕破(毀)書刊或報紙等,均應購買與原書相同之新書或報紙賠償,絕版書刊、報紙應按購買時價格10倍賠償。借出時如發現書刊有上述情形時,應即向館員聲明。
十三、 遺失或損毀圖書及視聽資料,均應購買與原書、原資料相同之新書、資料賠償,絕版圖書應按購買時價格10倍賠償;絕版視聽資料應按購買時價格2倍賠償。在賠償前如有逾期,仍須繳交逾期處理費。
十四、 本要點經圖書委員會議通過,陳請校長核定後實施,修正時亦同。

Guidelines for Library Friends of National Yunlin University of Science and Technology Library

In accordance with the Library Act and the University's regulations on library access and borrowing, and to promote full utilization of library resources, these guidelines are established. The aim is to support the government's policy of lifelong learning and to serve the local community by allowing non-university individuals to access and borrow materials on a user-pays basis.

Any ROC national aged 18 or older may apply for a Library Friend Reading or Borrowing Card in person during library hours by submitting:
-
a photocopy (front and back) of their National ID Card,
-
one recent 2-inch photo, and
-
a completed application form.
Alternatively, online application is available through the Library website, with payment instructions also provided online. Applications not meeting the requirements will be rejected. The card is valid for one year and may be renewed upon mutual agreement, provided no violations have occurred.

Senior high school and vocational school students nationwide may apply under the same procedure by providing a student ID and National ID photocopy (front and back), one 2-inch photo, and a completed application form. Online application and payment options are also available. Cards are valid for one year and may be renewed upon mutual agreement if no violations have occurred.

Reading Card holders must pay an annual fee of NT$600 (including renewals). The card is valid for one year and grants access to reading and study areas during library hours.

Borrowing Card application:
(1) Individual Members

Annual Fee (including handling fee):

NT$500 for low-income individuals, persons with disabilities, and persons aged 60 and above (with supporting documentation).

NT$1,000 for students and residents of Longtan Village (with supporting documents).

NT$2,000 for general public members.

Deposit: NT$2,000 refundable without interest upon expiry if no violations occurred. Violations may result in deductions.

Borrowing Limits: Up to 10 books for 28 days; up to 5 audiovisual materials for 7 days.
(2) Group Members

Annual Fee (including handling fee): NT$8,000 for up to five cards per group.

Deposit: NT$5,000 refundable without interest upon expiry if no violations occurred. Violations may result in deductions.

Borrowing Limits: Up to 10 books for 28 days; up to 5 audiovisual materials for 7 days.
(3) Holders of the "Friends of NYUST" Membership Card

They are entitled to the same rights as individual members.

Applicants with multiple eligible identities must choose one for registration and may not apply for multiple borrowing cards.

For overdue items:
-
Books: NT$5 per day per item.
-
Audiovisual materials: NT$10 per day per item.

Overdue fines collected from Library Friends are managed by the university. Annual fees are managed by the Office of Library and Information Services and used to cover:
-
Overtime pay for staff,
-
Part-time assistants,
-
Inventory-related expenses,
-
Maintenance and materials for self-issued cards,
-
Refunds due to special circumstances, etc.
Any remaining funds are carried forward to the following year.

Once issued, Reading or Borrowing Cards are non-refundable and strictly non-transferable. Unauthorized use by others may result in card confiscation and termination of rights, with no refund of fees.

In case of card loss, holders must report and request a replacement with a handling fee of NT$300 (including renewal). The cardholder is liable for any damage incurred before reporting the loss.

Visitors must maintain a quiet and respectful environment when reading, studying, or borrowing/returning materials. Activities such as singing, reciting aloud, smoking, talking on phones, bringing or consuming food and beverages, littering, or disrupting public order are strictly prohibited to preserve library cleanliness and tranquility.

Users found to have damaged, marked, annotated, or torn books, journals, or newspapers must replace them with identical new copies. For out-of-print items, compensation is ten times the original purchase price. Any pre-existing damage must be reported to staff when borrowing.

Lost or damaged books and audiovisual materials must be compensated with identical replacements. For out-of-print books, compensation is ten times the original price; for audiovisual materials, two times the original price. Late returns must still be subject to overdue fines before compensation.

These guidelines were approved by the Library Committee and implemented upon the President’s approval. Amendments follow the same procedure.
