校園網路使用規範

一、 目的及依據
為充分發揮校園網路(包含宿舍網路,以下簡稱網路)功能、普及尊重法 治觀念,並提供網路使用者可資遵循之準據,以促進教育及學習,依據教 育部 90 年 12 月 26 日核定的「教育部校園網路使用規範」訂定本規範。
二、 適用範圍
凡使用本校校園網路者皆應遵守本規範,包括宿舍及校外遠端連線(如撥 接或 ADSL 等)。
三、 尊重智慧財產權
(一)使用未經授 權之電腦軟體。
(二)違法下載、拷貝受著作權法保護之著作。
(三)未經著作權人之同意,將受保護之著作上傳於公開之網站上。
(四)電子佈告欄
( 或其他線上討論區上之文章,若作者已明示禁止轉載,仍然任意轉載。)
(五)架設違法網站供公眾下載受保護之著作。
(六)其他涉及侵害智慧財產權之行為。
四、 禁止濫用或干擾網路系統 網路使用者不得為下列行為:
(一)散布電腦病毒或其他干擾或破壞系統機能之程式。
(二)擅自截取網路傳輸訊息。
(三)以破解、盜用或冒用他人帳號及密碼等方式, 未經授權使用電腦或網路資源。 (四)無故將帳號借予他人使用,或無故洩漏他人之帳號及密碼。
(五)隱藏帳號或使用虛假帳號。但經明確授權得匿名使用者不在此限。
(六)擅自窺視他人之電子郵件或檔案。
(七)以任何方式濫用網路資源,包括以電子郵件大量傳送廣告信、連鎖 信或無用之信息,或以灌爆信箱、佔用資源等方式,影響系統之正常運作。
(八)以電子郵件、線上談話、電子佈告欄或類似功能之方法散佈詐欺、 誹謗、侮辱、猥褻、騷擾、非法軟體交易或其他違法之訊息。
(九)利用校園網路資源從事非教學研究等相關之活動或違法行為。
五、 網路管理 TOP 為執行本規範之內容,有關網路管理之分工及管理事項如下: (一)各單位(含教學、行政與非編制單位)內部之網路由該單位管理。 單位內部網路位址之分配與使用應建立管理機制。
(二)全校對外網路及連接各單位之骨幹網路由圖書資訊處管理。
(三)學生宿舍除遵循本規範外,另依本校「宿舍網路使用規範」管理。
(四)為網路資源之妥善分配,管理單位得對網路流量做適當區隔與管控。
(五)對違反本規範、影響網路正常運作、無故佔用大量網路資源或流量異常者,管理單位得先暫停該使用者之權利。情節重大、違反校規或法令異常者,管理單位得先暫停該使用者之權利。情節重大、違反校規或法令者,應轉請本校相關單位處置。者,應轉請本校相關單位處置。
(六)電子佈告欄及其他網站應設置專人負責管理、維護。違反網站使用規則者,負責人得刪除其文章或暫停其使用。情節重大、違反校規或法令規則者,負責人得刪除其文章或暫停其使用。情節重大、違反校規或法令者,應轉請本校相關單位處置。者,應轉請本校相關單位處置。
(七)使用者若發現系統安全有任何缺陷或漏洞,應儘速通知管理單位處理。
六、隱私權保護 網路管理應尊重個人隱私權,不得任意窺視使用者之個人資料或有其他侵犯隱私權之行為,但有下列侵犯隱私權之行為,但有下列情形之一者不在此限,設備管理人或使用人情形之一者不在此限,設備管理人或使用人應配合提供必要之系統權限:
(一)為維護或檢查系統安全。
(二)依合理之根據,懷疑有違反校規之情事時,為取得證據或調查不當行為。
(三)為配合司法機關之調查。
(四)其他依法令之行為。
七、違規處置 網路使用者違反本規範者,將受到下列處分:
(一)暫時停止使用網路資源直到改善為止。
(二)依校規及相關獎懲辦法查處。
(三)依前兩項規定之處分者,其另有違法行為時,行為人尚應依民法、刑法、著作權法或其他相關法令負法律責任。刑法、著作權法或其他相關法令負法律責任。 如違反本規範之行為人對本校處分如有異議時,得循相關程序學生向本校為人對本校處分如有異議時,得循相關程序學生向本校「學生申訴評議委員會」、教師向本校「教師申訴評議委員會」、職員向本「學生申訴評議委員會」、、職員向本校人事單位或公務人員保障暨培訓委員會提出申訴或請求救濟。
八、本規範經資訊科技服務指導委員會通過後實施,修正時亦同。
Campus Network Usage Policy

1. Purpose and Basis
To fully utilize the functions of the campus network (including dormitory network, hereinafter referred to as "the network"), promote respect for the rule of law, and provide a basis for users to follow, this policy is established in accordance with the “Campus Network Usage Policy” approved by the Ministry of Education on December 26, 2001, to promote education and learning.
2. Scope of Application
This policy applies to all users of the university’s campus network, including dormitory use and off-campus remote access (such as dial-up, ADSL, etc.).
3. Respect for Intellectual Property Rights
Users must not:
-
Use unauthorized computer software.
-
Illegally download or copy copyrighted works.
-
Upload protected works to public websites without the copyright owner's consent.
-
Repost articles from electronic bulletin boards or other online forums without permission when the author has explicitly prohibited redistribution.
-
Host illegal websites that allow the public to download protected works.
-
Engage in any other actions that infringe upon intellectual property rights.
4. Prohibition of Abuse or Interference with the Network System
Network users shall not:
-
Spread computer viruses or other programs that interfere with or damage system functionality.
-
Illegally intercept network transmission data.
-
Access computers or network resources without authorization by hacking, stealing, or impersonating others' accounts or passwords.
-
Lend their account to others or disclose others’ account information without cause.
-
Hide their identity or use fake accounts (except when anonymous use is explicitly authorized).
-
Access others’ emails or files without authorization.
-
Abuse network resources, including sending bulk advertising emails, chain letters, spam, or engaging in actions like mailbox flooding or resource hoarding that disrupt system operations.
-
Use email, online chat, bulletin boards, or similar functions to spread fraud, defamation, harassment, obscene content, illegal software transactions, or other unlawful messages.

Use campus network resources for non-educational or illegal activities.
5. Network Management
To enforce this policy, network management duties are divided as follows:

Each unit (including academic, administrative, and non-affiliated units) is responsible for managing its internal network. An internal mechanism should be established for IP address allocation and use.

The Office of Library and Information Services manages the campus backbone network and external connections.
-
Student dormitory networks must comply with this policy and the “Dormitory Network Usage Policy.”
-
To ensure proper allocation of network resources, managing units may regulate and segment network traffic.
-
For violations affecting network operations or abnormal use of network resources, the managing unit may suspend the user's access. Serious cases or legal violations shall be referred to relevant university departments.

Bulletin boards and other websites must have designated personnel for management and maintenance. Violators of site rules may have their posts deleted or access suspended. Serious or legal violations must be referred to relevant university departments.

Users discovering system vulnerabilities or security issues should report them to the managing unit immediately.
6. Privacy Protection
Network management should respect user privacy and must not view personal data or invade privacy without justification. Exceptions include:

Ensuring or inspecting system security.
-
Investigating suspected violations of school rules with reasonable grounds.
-
Cooperating with judicial investigations.
-
Other actions required by law.
7. Violation and Penalties
Users who violate this policy may face the following actions:
-
Temporary suspension of network access until the issue is resolved.
-
Disciplinary actions according to school regulations and related reward and punishment policies.
-
In cases involving violations of civil, criminal, or copyright laws, the individual will be held legally responsible.
If the user disagrees with the university’s action, they may file a grievance through the appropriate channels:

Students may appeal to the "Student Appeal Review Committee."
-
Teachers may appeal to the "Faculty Appeal Review Committee."
-
Staff may appeal to the university’s personnel unit or the Civil Service Protection and Training Commission.
8. Implementation
This policy comes into effect upon approval by the Information Technology Services Steering Committee and shall be amended in the same manner.
