國立雲林科技大學圖書館藝術中心典藏品管理要點 Library Art Center Guidelines for Art Collection Management

一、 國立雲林科技大學圖書館藝術中心(以下簡稱本館)為管理維護典藏品,特訂定本要點。
二、 蒐集範圍:
(一)美術品:指國畫、書法、水彩、油畫、版畫、素描、工藝等。
(二)傑出或具特色之地方文物。
(三)複製畫、珍珠板作品、數位輸出海報,不予列入典藏。
三、 蒐集方式:藝術家捐贈典藏作品,本館應致贈典藏證書,並將典藏作品上傳本館藝術中心網站公告,以昭公信。
四、 蒐集之典藏品應建立作者(及捐贈者)、品名、尺寸、類別、創作年代、典藏日期等資料。
五、 經列為永久典藏者,均須加以登錄、分類編目,並依文物型制,註寫於固定隱蔽位置,俾利研究、展覽及管理。作業流程:
(一)檢視作品。
(二)攝影:拍照存檔。
(三)分類編目。
(四)登錄總冊及資料卡。
(五)庫藏。
六、 典藏品存放:藝術中心、典藏室、各行政單位(借展單位)。
七、 典藏品借用(日本浮世繪不在此範圍中):
(一)校內單位為空間美化、展覽、研究、修護或其他理由須提借典藏品,應向本館申請借用,填寫「國立雲林科技大學圖書館藝術中心典藏作品借用單」,並由本館定期盤點,以確保典藏品安全。
(二)校外機關為推廣教育、文化或其他之公益為目的須借用典藏品,應向本館申請借用,填寫「國立雲林科技大學圖書館藝術中心典藏作品借用單」,並於預定歸還日期歸還。
(三)借展單位配合事項:
1. 對借展作品應盡安全維護之責。
2. 借展作品非經本館同意不得重製、轉借。
3. 借展期間若有作品損毀或遺失,應立即通報本館。
八、 典藏品盤點:
(一)全面盤點:保管人異動應對典藏品進行盤點,核對典藏品數量與典藏清冊相是否符,盤點表由經管組列印之。
(二)部份抽檢:每年暑假對典藏品進行抽檢,核對典藏品數量與典藏清冊是否相符。
九、 典藏品檢視:
(一)檢視典藏品應填寫「國立雲林科技大學圖書館藝術中心典藏品檢視紀錄表」,並送單位主管備查。
(二)若藏品保存狀況不佳,應設法盡速改善儲存環境或保存方式。
十、 典藏註銷作業:本館典藏有下列情形之一者,得辦理註銷。應拍照備查並陳報單位主管同意後,依規定辦理註銷報廢:
(一)典藏品不再符合本館收藏原則者。
(二)典藏品狀況極差而無法修復者。
(三)因天然災害或不可抗力因素,致藏品毀損或滅失者。
(四)典藏品遭竊、搶劫、蓄意破壞或遺失者。
(五)典藏品依法律或倫理考量,不宜繼續典藏者。
十一、遵照政府相關法規,每年辦理珍貴典藏品(日本浮世繪)產物保險。
十二、本要點經本館「諮詢委員會議」通過後實施,修正時亦同。

To manage and maintain its collections, the Art Center of the National Yunlin University of Science and Technology Library (hereinafter referred to as "the Center") has established the following guidelines.

Scope of Collection:
(1) Fine Arts: Includes traditional Chinese painting, calligraphy, watercolor, oil painting, printmaking, sketching, and crafts.
(2) Distinguished or Characteristic Local Cultural Artifacts.
(3) Excluded Items: Reproductions, foam board artworks, and digitally printed posters will not be included in the collection.

Means of Collection:
Artwork donations from artists. The Center shall issue a Certificate of Collection and announce the acquisition on the Center’s website to ensure transparency. -
Collection Record:
Information including artist (and donor), title, dimensions, category, year of creation, and date of acquisition must be documented. -
Procedures for Items Designated as Permanent Collections:
All such items shall be registered, categorized, catalogued, and discreetly marked according to their type to facilitate research, exhibition, and management. The workflow includes:(1) Inspecting the work.
(2) Photographing and archiving.
(3) Cataloging and classification.
(4) Registering in the master log and data card.
(5) Storing in the inventory. -
Storage Locations for Collection Items:
Items may be stored in the Art Center, designated storage rooms, or administrative units (for loaned exhibits). -
Loan of Collection Items (Japanese Ukiyo-e works excluded):
(1) On-campus units requiring collection items for space beautification, exhibition, research, conservation, or other purposes must submit a loan request form (“Collection Item Loan Application Form – YunTech Library Art Center”) to the Center. The Center will conduct regular inventories to ensure item security.
(2) Off-campus organizations requesting loans for educational, cultural, or other public-interest purposes must apply using the same form and return items by the agreed date.
(3) Obligations of Borrowing Units:

Responsible for ensuring the safety and protection of borrowed items.

No reproduction or sub-loaning without prior consent from the Center.

Any damage or loss during the loan period must be reported to the Center immediately.

Inventory of Collection Items:
(1) Full Inventory: Required upon a change in custodianship. The actual number of items must match the official collection list. The inventory sheet will be printed by the responsible administrative unit.
(2) Partial Sampling: Conducted annually during summer break to verify item quantity and alignment with the collection list.

Inspection of Collection Items:
(1) A "Collection Item Inspection Record Form – YunTech Library Art Center" must be completed and submitted to the supervising authority for review.
(2) If items are found to be in poor condition, prompt action should be taken to improve their storage environment or conservation methods.

Deaccessioning Procedures:
The Center may deaccession items under the following circumstances. Items must be photographed for documentation, and approval must be obtained from the unit supervisor before proceeding with disposal:
(1) The item no longer aligns with the Center’s collection principles.
(2) The item is in irreparable condition.
(3) The item is damaged or destroyed due to a natural disaster or force majeure.
(4) The item is stolen, vandalized, or lost.
(5) Legal or ethical considerations render the item unsuitable for continued inclusion.

In accordance with relevant government regulations, annual insurance shall be obtained for valuable collection items (e.g., Japanese Ukiyo-e prints).

These guidelines shall take effect upon approval by the Center’s Advisory Committee. Any amendments shall follow the same process.
