一、本校圖書館(以下簡稱本館)為有效運用電子資料庫館藏資源,採購最符合本校師生使用效益之電子資料庫, 並提供本校購置電子資料庫之依據,訂定「國立雲林科技大學圖書館電子資料庫購置要點」。
二、電子資料庫形式包括:單機版、光碟網路版、網際網路版(Web介面)等。
三、本館購置之電子資料庫種類分為:論文比對資料庫、全校共用性電子資料庫、系所介購專業之電子資料庫與本館自行採購之電子資料庫。
四、本館電子資料庫經費來源及購置原則:
(一) 論文比對資料庫:為維持本校學術論文品質,專款核定。
(二) 全校共用性電子資料庫:依校總經費、系所(學位學程)依使用率共同分攤經費或教育部計畫經費為主。
欲購之資料庫先由各系所(學位學程)所票選,再由圖委會委員代表或系所(學位學程)主管提至圖書館彙整排序,再由圖書資訊處讀者服務組提至圖書委員會議提案討論購置順序。
若遇經費不足,先行詢問需求系所(學位學程)是否願支付不足額並於一個月內回覆,若系所無法支應,本館得依當年度預算調整購置順序,如經費不足購入票選項次3時,則依序購置票選項次4、項次5、……,依此類推,直至經費用罄為止。
(三) 系所(學位學程)介購專業之電子資料庫:由各該相關系所(學位學程)全額支付。其付費之相關系所(學位學程)決定續訂、新訂或刪訂。
(四) 本館自行採購之一般性電子資料庫:由圖書資訊處業務費支付。其購置由本館自行決定續訂、新訂或刪訂。
五、本要點經圖書委員會議通過,陳請校長核定後實施,修正時亦同。

1. Purpose
To effectively manage the Library's electronic database resources, procure databases most beneficial to faculty and students, and establish a clear basis for such acquisitions, the National Yunlin University of Science and Technology (hereinafter referred to as "the Library") sets forth these guidelines.
2. Formats of Electronic Databases
(1) The formats include stand-alone versions, CD-ROM network editions, and internet-based versions (web interfaces).
3. Types of Electronic Databases Procured by the Library
(1) Plagiarism detection databases
(2) University-wide subscription databases
(3) Department-subsidized professional databases
(4) General databases independently acquired by the Library
4. Funding Sources and Acquisition Principles
(1) Plagiarism Detection Databases
Dedicated funds are allocated to ensure the quality of the University's academic papers.
(2) University-wide Subscription Databases
A. Funded through the University’s general budget, cost-sharing among departments or degree programs based on usage, or Ministry of Education project funds.
B. Databases for purchase are first voted on by departments or degree programs.
C. Representatives on the Library Committee or department heads submit the results to the Library, which compiles and prioritizes the list.
D. The prioritized list is submitted by the Reader Services Division of the Library Affairs Office to the Library Committee for discussion and procurement scheduling.
E. If funds are insufficient:
a. Departments in need will be asked whether they are willing to cover the shortfall and must respond within one month.
b. If no department can cover the gap, the Library may adjust the order of acquisition based on the annual budget.
c. For example, if there are not enough funds to purchase item No. 3, the Library will proceed to items No. 4, No. 5, and so on, until the budget is exhausted.
(3) Department-Sponsored Professional Databases
A. Fully funded by the respective departments or degree programs.
B. Decisions regarding renewal, new subscription, or termination are made by the funding department(s).
(4) General Databases Independently Acquired by the Library
A. Funded through the operational budget of the Library Affairs Office.
B. Decisions regarding renewal, new subscription, or termination are made solely by the Library.
5. Implementation
These guidelines shall be implemented upon approval by the Library Committee and final approval by the University President. The same procedure shall apply for amendments.
