一、 本校圖書館(以下簡稱本館 )為淘汰過時、破損不堪使用及遺失之館藏資料,並節省館藏儲存空間,以保持館藏資料之新穎、適用,提高館藏使用率,特訂定「國立雲林科技大學圖書館館藏報廢作業要點」(以下簡稱本要點),作為館藏淘汰之依據,以維持館藏品質。
二、 依據行政院財物標準分類明細表之規定,使用 3 年以上之館藏資料及本校財產報廢相關法規之規定辦理報廢。
三、 館藏淘汰的資料範圍,包括一般圖書(含參考資料)、期刊、報紙、視聽資料等;惟屬古籍(指未採用現代印刷技術印製的書籍)文獻資料,皆不得淘汰。
四、 報廢原則:
(一)圖書:
1.資料本身缺頁、破損不堪致五分之一以上不能閱讀者,或資料破損且裝訂費用等於或大於重購費用,市面上仍可再購得之館藏。
2.以其他形式如電子版本、微縮形式典藏或經由網路資源可取得全文者,且該紙本形式之資料不具參考及保留價值之館藏資料。
3.借閱遺失且已辦妥賠償手續館藏資料。
4.館藏資料達報廢年限者且經3次盤點,仍下落不明者。
5.不具學術價值或已失時效,如過於陳舊之電腦書(出版超過5 年以上)、升學指南、考試用書等,但珍貴圖書不在此限。
(二)參考書:
1.內容重複之參考書。
2.已有彙刊本或電子版型式可供取代之各期單本索引、摘要、書目等。
(三)期刊:
1.非裝訂期刊:現刊本保留 1 年後不具學術性及參考保留價值之非裝訂期刊。
2.裝訂期刊:
(1)已以其他形式如電子版本、微縮形式入藏或經由網路資源可取得全文者,且該紙本形式之資料已不具學術性及參考保留價值者。。
(2)館藏卷期完整已裝訂後之多餘複本。
(四)報紙:
1.聯合報、中國時報、經濟日報、工商日報、自由時報、英文郵報有關本縣地方版資料保留1年,其他保留半年後淘汰並不另裝訂。
2.其餘報紙保留6個月後淘汰。
(五)視聽資料:
1.影像、聲音模糊、跳動或毀損至不堪使用者。
2.機器設備無法配合使用者。
3.有其他媒體形式可取代者。
4.喪失時效性及保存價值者。
5.資料遺失已依價辦妥賠償手續者。
6.館藏資料達報廢年限者且經3次盤點,仍下落不明者。
(六)其他:經本館認定不適合典藏者。
五、 報廢數量:依據「圖書館法第十四條」:圖書館如因館藏毀損滅失、喪失保存價值或不堪使用者,每年在不超過館藏量百分之三範圍內,得自行報廢。
六、 報廢程序:
(一)篩選:檢視擬報廢館藏是否合於報廢原則之規定,報廢時間每年以1次為限。
(二)造冊:擬報廢館藏,依中文圖書、西文圖書、非書資料分別造冊,報廢清冊格式依本館規定(登錄號本館規定(登錄號、登錄日期、購入金額、書刊名、報廢原因)。
(三)審核:報廢之館藏清冊擬定後,應經由圖書委員審核認定。惟圖書本身缺頁、破損不堪等不再此限,得以直接報廢。經審核後之報廢清冊乙式3份簽會總務處、主計室覆核後,呈校長核示。校長核定註銷後,自存1份,另1份送總務處經管組、主計室保存。
(四)銷毀:館藏報廢清冊奉校長核准後,由報廢單位於報廢館藏逐冊加蓋註銷章,並依總務處經管組廢品處理程序進行報廢事宜。
(五)銷帳:奉准報廢館藏銷毀後,依報廢清冊於圖書館自動化系統登錄簿註記「報廢」字樣。
七、 本要點經圖書委員會議通過,陳請校長核定後實施,修正時亦同。

1. To eliminate outdated, severely damaged, or lost materials, reduce storage space, maintain the currency and usability of the library’s holdings, and improve collection usage, the National Yunlin University of Science and Technology Library (hereinafter referred to as “the Library”) establishes these “Guidelines for the Disposal of Library Collections” (hereinafter referred to as “the Guidelines”) as the basis for collection weeding to ensure collection quality.
2. Disposal is handled under the Executive Yuan’s Standard Property Classification List and relevant university regulations for asset disposal. Materials must have been in use for more than three years.
3. Materials subject to disposal include general books (including reference materials), periodicals, newspapers, and audiovisual materials. However, rare books (i.e., works not produced with modern printing techniques) are not subject to disposal.
4.Disposal Criteria:
(1) Books:
A. Materials with over one-fifth of content unreadable due to missing pages or damage, or if the rebinding cost is equal to or exceeds the replacement cost, and the item is still commercially available.
B. Materials available in other formats (e.g., electronic, microform, or online full-text access) with no retention or reference value in print form.
C. Lost items for which compensation has been completed.
D. Items missing for three consecutive inventories and have reached the disposal period.
E. Materials lacking academic value or outdated, such as computer books over five years old, entrance exam guides, and test prep books. Rare books are excluded.
(2) Reference Materials:
A. Duplicate reference books.
B. Indexes, abstracts, and bibliographies replaced by compiled editions or electronic formats.
(3) Periodicals:

Unbound: Periodicals retained for one year and lacking academic or reference value may be disposed.

Bound:
A. Items available in other formats (e.g., electronic, microform, or online full-text) with no academic or reference value in print.
B. Surplus bound copies with complete volumes already held.
(4) Newspapers:
A. Local editions of United Daily News, China Times, Economic Daily News, Commercial Times, Liberty Times, and The China Post are retained for one year; others are retained for six months and are not bound.
B. All other newspapers are discarded after six months.
(5) Audiovisual Materials:
A. Materials with unclear image/sound, skipping, or unusable due to damage.
B. Incompatible with available playback equipment.
C. Replaced by other media formats.
D. Obsolete and lacking archival value.
E. Lost items with completed compensation.
F. Items missing for three consecutive inventories and have reached the disposal period.
(6) Others:
Any materials deemed inappropriate for retention by the Library.
5. Disposal Quantity:
According to Article 14 of the Library Act, disposal of damaged, lost, obsolete, or unusable materials is limited to no more than 3% of the total collection annually.
6. Disposal Procedure:
A. Screening: Review proposed items against disposal criteria. Disposal is limited to once per year.
B. Cataloging: Create separate disposal lists for Chinese books, Western books, and non-book materials. Each list must include registration number, date of acquisition, purchase amount, title, and reason for disposal.
C. Review:

Lists must be reviewed and approved by the Library Committee.

Severely damaged or incomplete books may be directly disposed without committee review.

After approval, three copies of the final disposal list shall be submitted for verification by the Office of General Affairs and the Accounting Office, and presented to the President for final approval.

Once approved, one copy is retained by the Library, and one each by the Office of General Affairs and the Accounting Office.
D. Destruction:

Items must be stamped "Cancelled" before disposal.

The disposal process must follow the procedures of the Property Management Division of the Office of General Affairs.
E. Write-off:
-
Approved and destroyed items must be marked “Disposed” in the Library's automated system.
7. These Guidelines are implemented upon approval by the Library Committee and the President. The same procedure applies to amendments.
